The following list of names was used for named storms that formed in the North Atlantic in 2028. The names not retired from this list were used again in the 2034 season. This was the same list used in the 2022 season, with the exceptions of Caleb, Fayth, and Hayley, which replaced Colin, Fiona, and Hermine, respectively. The names Caleb, Fayth, and Hayley were all used for the first time this year.

Retirement

On April 2, 2029, at the 51st session of the RA IV hurricane committee, the World Meteorological Organization retired the name Earl from its rotating naming lists due to the number of deaths and amount of damage they caused, and it will not be used again for another Atlantic hurricane. It will be replaced with Evan for the 2034 season, respectively.
