Late on May 26, A mesoscale convective system formed over the Tennessee valley and began to move to the southeast. The system moved of the coast late on May 27, and began to intensify and organize. The system became a tropical depression on May 28, and began to move northeast. The depression grew to a tropical storm by midnight, and was given the name "Arthur". Arthur reached its peak intensity on May 29, with winds of 60.
