They have the ability to promote and revoke rollback, Content Moderator, and administrator rights as well as appointing new bureaucrats. They also have the ability to manipulate user rights, as well as block and unblock users, so this right is generally used in addition to the administrator group. While bureaucrats are largely similar to administrators in general article editing, their opinions are almost always considered in important policy decisions that affect the whole site, as well as determining consensus in difficult cases. Other than that, the role of a bureaucrat is similar to the role of the administrator.
